The current Director-General of the WTO is Roberto Avédo, who manages a staff of more than 600 people in Geneva, Switzerland.  On 7 December 2013, all members agreed on an agreement on trade facilitation, which is part of the Bali Decision Package, the first comprehensive agreement in the organization`s history.  On 23 January 2017, the amendment to the WTO Agreement on Trade-Related Intellectual Property Rights (TRIPS) is the first time that WTO agreements have been amended since the organization opened in 1995, and this amendment should ensure that developing countries have a legal means of using affordable prices under WTO rules.  The WTO, WTO members and other intergovernmental organizations, including the World Bank, the World Customs Organization and the United Nations Conference on Trade and Development (UNCTAD), provide technical assistance to facilitate trade. In July 2014, the WTO announced the creation of a trade facilitation mechanism that helps developing countries and LDCs implement the Trade Facilitation Agreement. The facility came into force on 27 November 2014 with the adoption of the Trade Facilitation Protocol. Chart 4 summarizes the notification post for developed, developing and least developed WTO members received on 20 February 2019. According to a 2018 study in the Journal of Politics, states are less likely and slower to impose WTO violations when violations affect states in a diffuse manner.  This is because states are faced with class action in the pursuit of litigation: they all expect other states to bear the costs of litigation.  A 2016 study in International Studies Quarterly casts doubt on the fact that the WTO dispute settlement system leads to a greater increase in trade.  According to this reality check, developing countries and LDCs wishing to take advantage of the benefits of the agreement could fully consider the following recommendations: The WTO`s highest authority is the ministerial conference, which is to meet at least every two years.  The World Trade Organization (WTO) Trade Facilitation Agreement (TFA) came into force on 22 February 2017, two-thirds of the 164 WTO members have ratified it.
The TFA – the first multilateral pact concluded by WTO members since its inception on 1 January 1995 – is an important step for the global trading system. This was the largest negotiating mandate ever agreed: discussions aimed to extend the trading system to several new areas, including trade in services and intellectual property, and to reform trade in sensitive sectors of agriculture and the textile industry; all the original GATT articles were discussed  The final act relating to the conclusion of the Uruguay Round and the formal introduction of the WTO regime was signed on 15 April 1994 at the ministerial meeting in Marrakech(Morocco) and is therefore known as the Marrakesh Agreement.  The General Agreement on Trade in Services was created to extend the multilateral trading system to the services sector, just as the General Agreement on Tariffs and Trade (GATT) provided for such a system for trade in goods.
